How to verify utility availability for Texas development land
Proximity to a utility line does not establish capacity, connection rights, cost or timing.
Updated October 14, 2026 · Ryze Property Solutions LLC1. Define the full service request
State the use, connections, estimated demand, fire-flow needs, phases and anticipated service date so the provider can evaluate the actual project.
2. Identify the correct provider
Research service territories, districts, municipal systems, certificates and boundary evidence for water, wastewater, electric and other required services.
3. Ask capacity and connection questions separately
A provider may serve the territory but lack immediate capacity or require off-site improvements. Record both willingness and conditions.
4. Request written evidence
Ask for the provider's current process for service-availability, capacity or will-serve confirmation and note expiration or engineering requirements.
5. Estimate extension exposure
Identify connection points, line sizes, easements, road crossings, impact fees, meter limits, construction standards and reimbursement questions.
6. Keep design conclusions separate
Provider correspondence supports planning but does not replace engineered demand, system design or regulatory approval.
